Independent Counties are bender cities and other bender groupings that have risen since the first Unification. These governments do not respond to the Court and are responsible for all aspects of governance and security. They maintain neautrality with some rare cases of larger conflicts where they may temporarily make an alliance or pick a side.
The only current exemple of an independent county was the Citadel. The Stronghold and Glaskrnor are associated with the Court.
